Private league Additional projectile modifier is not applied in game

I've created a private league with some modifications
but the additional projectile mode is not being applied in-game.
I've created two private leagues, and both are experiencing the same issue.

Has there been any change in version 3.24?
For example, is it applied after Act 2? Or is this problem specific to me?
