BUG: Blight Scarab of Blooming Not Converting all Blighted Maps to Ravaged Instead

I've noticed in three different maps now, with a few maps dropping as ravaged but then one or more dropping as regular blighted maps. I'm using the new Blight Scarab of Reinvigoration so maybe that has something to do with the drops being bugged? Not quite sure
