Exiled Will not applying to Allflame Ember of Anarchy

I have the Exiled Will atlas passive allocated, which supposedly does the following:

"

Rogue Exiles in your Maps are Possessed by a Tormented Spirit

I used an Allflame Ember of Anarchy to replace a pack type and the rogues spawned by that ember were not possessed. They only had the 'devoted to prospero' mod. There were also other rogues without that mod that were possessed but I believe those spawned from other mechanics.

Bumping. I have noticed this exact same thing as well. I thought I figured something out, only for it to not work as intended. Please fix!
