Shield Crush bugged interaction with +% evade monsters of Necropolis haunted things

I can replicate the bug extremely easily (and I'm suffering from it)

I cant do a single hit on haunted monsters with +% evade chance mod with a Shield Crush skill. I can EASILY hit them with ANY OTHER attack gem (including offhand shield throw) and even with a default attack. No matter how much accuracy I have I cant hit them. This thing only happens with a Shield Crush.
