Temple nexus not upgrading adjacent rooms on chronicle from scarab

I got a temple chronicle from an Incursion scarab of timeleines with Temple Nexus (t3 upgrade) adjacent to Catalyst of corruption (t2 gear corrupt) and Gemcutter's workshop (t1 gem corrupt). Temple Nexus should be upgrading both rooms, but it clearly doesn't, otherwise gemcutter's workshop couldn't be t1. Picture of the temple attached.
