Unable to start 4th altar

cannot start fourth altar ritual in the map channel t16
i have a level 1 empower sitting in rewards and cannot defer and need to do the fourth ritaul to gain enough tribute to defer i have screen shots of location that is bugged and the empower support sitting inside
