Mouse Position issues during lag/harbinger

Was doing a deli mirror / harbinger and when the game lagged out it started manipulating my mouse position - it felt like the DPI got lowered until I moved in a different direction, after wiggling around some more it was almost like it was being pushed around a hitbox. I alt-tab out to focus other monitor and my mouse worked perfectly fine both above PoE and on the other window, when going back to game it continued but eventually went away.
