"Unwavering Vision" causes Envoy to fail to spawn.

I got to 68/115 on Trade league and was pushing T15 when I realised I hadn't seen any of the Eldritch influences yet, the quest progress for Atlas of Worlds was stuck on the "explore" stage. After setting up my second atlas and switching to it, the Envoy showed up on the first map I ran, I turned Unwavering Vision off and on and put in some more maps to confirm it was this node that was doing it. Pretty sure this is a bug with how Unwavering Vision works.
