DirectX12 FPS cap

DirectX12 seems to have a weird interaction with my computer irrelevant to what skills I'm using and the only solution is to restart my computer and open POE immediately. The issue is my framerate seems to be limited to 15-30 unless I do what I outlined above. I don't know what causes it but one thing I can say for sure is if I play POE immediately after a PC restart I get around 80-100 fps, while if I don't immediately play POE or if I put my PC to sleep, the next time I play my FPS caps at 15-30.

CPU - intel 10600k
GPU - RTX 2070 super
RAM - Corsair VENGEANCE LPX DDR4 RAM 32GB (2x16GB) 3200MHz CL16 Intel XMP 2.0
