Atlas Passive Servant of Order Does Not Work

I have the passive servant of the order to stop ultimatiums from spawning in my maps. However it does not work the ultimatium mechanic keeps spawbing even though the passive is allocated. This includes kirac missions as well it still spawns in map with the passive allocated.

Kirac mission is not affected by atlas passive skill. It is not yours atlas.
