Web browser isn't launched when clicking 'Purchasing Point'

Hi, GGG team.

How are you. I recently formatted my PC then having issue where clicking 'Purchasing Point' doesn't bring up web browser.

It used to work fine and I also tried to run POE with admin right but no use.

Can I ask your help on this? I think it also has something to do with when I press folder icon from 'Item Filter' nothing happens. I remember it opened my game POE folder but nothing happens.
