item stat confusion

Can anyone explain in a way that a PoE imbecile could understand why the stats vary on these items the way they do?



The item on the left has an item level of 46 and the item on the right has an item level of 47 so they are close to each other in that sense. However, the item on the left has more armor and energy shield despite it only getting 25% increased armor/energy shield while the item on the right gets 60% increased armor and energy shield but has less? Can anyone make it make sense? PoE makes my brain hurt.

The item on the left also has + to base armor and es in addition to the 25% increased.
