Strange COC behavior

Dunno, maybe I did smth wrong
I got 91+% crit chance
COC Cyclone Ice Spear works perfectly, full screen of spears
After some time, by unknown reasons, I spin cyclone and see any spear triggered for like 10 seconds + (happens in the mid of some boss fighsts, or on some waves in sumulacrum with long fights)
Assumning I got 91(95+% depending on gear swap) crit chance it is strange

Someone can help and tell why this happen or maybe someone also faced same issue?

We can't see your characters and you haven't linked a PoB. It's nearly impossible to help without seeing.

My guess would be internet issues but some monsters are not as easy to hit as others check to see if your accuracy vs evasive monsters low or something I guess? Oh I'v also had problems with coc builds where my attack speed wasn't fast enough vs bosses with good evasion also. So it might be fixable by getting more attack speed probably on jewels or something.
