Overloaded Circuits in Ruthless

Does Overloaded Circuits Keystone in Ruthless select 3 random notables regardless if the associated league mechanic has spawned in the map? Or only of those that did?

I'm no Ruthless expert, but I'm pretty sure they are random and don't look at whether that mechanic has spawned.

These notables tend to be something along the lines of <Some content> has X% increased chance of <some effect>. The notables themselves only increase the chance of something happening, or the effect of something, IF the related content appears in the map. Or they may affect the chance of it appearing. They don't usually guarantee an appearance.
