Game not launching but running in task manager

Hi

So I recently wanted to return to PoE since it looks very fun to play atm and having time in the holiday season I thought it might be the best idea to jump back in. I play the game through steam but I've been struggling really hard to get the game just to start up.

My pc spec is as follow :

OS - Windows 11 Pro (version 23H2 - build 22631.2861)
CPU - AMD Ryzen 5 5500
RAM - 32GB DDR4
GPU - AMD Radeon RX 6600

The game opens in my Task Manager and is "running" in steam but the game is using very low memory (stuck at 37.5MB of memory usage) compared to other apps and has active CPU usage (jumps between 10-15%) but there is nothing going on.

I've tried a verity of things I've read online and watched videos about but nothing is happening at all.

I've done the following :

Cleared steam download cache
Updated windows ( after I've rolled back to a previous version trying it on that version )
Updated GPU Drivers
Reinstalled GPU Drivers
Tried rebuilding a new repository for windows
Redownloaded the game like 6 times now
Verified integrity of the game files
I've even downloaded the game through PoE website without steam

And atm I am clueless as to what to try next.
