Bugged Niko's Fuel quest completion

I can not use Niko in hideout (Affliction league), it tells me to complete the quest but I have it completed.

After finding Niko for the first time, did you then go to his Mine encampment and complete the first actual Delve encounter?

Was your character originally in a different league? Like a private league, or SSF.
If so, check the << button at login for league migrations. | |

No migration, only character in this league, likely a description bug - I got it after completing first zone in the mine.
