If you're seeing significant differences in latency between instances, you'll need to run a trace against both good and bad instances and post the output here. See MTR and Connectivity Issue Primer for directions.
I am also having problems with latency on the Singapore gateway.

I have noticed that certain endpoints have a lower latency like 119.81.61.74

While I was directed to endpoints within 203.27.106.0/24, the latency increases to 250ms as well:

Unfortunately, this is an issue with the new server hosts (GSL Networks - 203.27.106.0/24) GGG have started using. At the very end of last league these hosts appeared on the Japan and Singapore networks and they're terrible. They have the worst routing/peering I've ever seen anywhere.

I have no idea if these are just a temporary solution for league start or whether they're permanent.

I suspected that these endpoints were the issue for me but good to confirm that.

I guess I will have to wait and see if things gets better later but hopefully GGG can communicate / solve that with GSL Networks
