hard capped at 30fps on poe client

everytime i restart my game fps is fine, but when going into maps it suddenly gets hardcapped at 30fps, vsync is off and everything, tried reinstalling but still after every restart, fps is fine thjen getting into a map i get hardlocked 30fps and no other way toc hange it. not sure how to fix this
