Ball Lightning OF STATIC 2 bugs found

1:swapping either of the other 2 ball lightning gems into the same socket that an "OF STATIC" has even BEEN in will retain the cooldown/charges feature

2:when used with mines/traps OF STATIC will be "FIRED" at enemies/terrain and appear at the resulting line of sight terrain regardless of the presence of enemies
