Texture flickering/spinning/spazzing/seizures every map

How do I remedy this? Every map almost the entire time there is what looks like a cloth in front of my gameplay spinning as fast as a dreidel at max speed. Its starting to give me a headache.

I uninstalled/reinstalled graphics driver already, what next?

Im on VULKAN

DX12 has the same issue
