No Pacify indicator on cast

Within the Warlock of the Mists tree, I have token Creeping Lobotomy and Foul Pact.

Character makes casting animation but there is no indicator on the enemy that Pacify has been cast.

Is this a bug or am I missing something in how the skill is used?
