Mother's Embrace allocated to instance owner

I am playing duo MF and every single Mother's Embrace Heavy Belt we get is allocated to the instance owner. (even though it is Free for All / no allocation)
Tried multiple (EU) gateways and changed instance owners, all with the same result.

Talked with some friends and our guess is that is still considered a "league mechanic drop" that is always allocated to the instance owner.
Should have been changed in 3.23 though, since it is part of the core drop pool now:

3.23
Metamorph has been removed from the core game.
Mother's Embrace has been added to the core drop pool
Mother's Embrace can now be chanced

If any additional information is needed, just ask.
