Launcher not Downloading

I recently had to reinstall the game on my new computer but I am now having issues with downloading ANYTHING via the launcher. I tried installing the new patch for Affliction and the launcher hardly makes any progress. It downloads a spurt of data for a split-second, then it halts all progress for long periods of time. I didn't even get 2 GB of progress in 2 hours. For the record, I have gigabit internet speeds and I tested my speed before downloading and while downloading and it was consistently at gigabit speeds.

I tried reinstalling the game but the issue persists. I even compared it to the steam version and in the time it took to download 500 MB on the launcher, the steam version was completely done.

I am having the same issue, I was crashing and decided to try a fresh install and now am downloading super slow, getting 5 mb/s for .5s then 0b/s for 5 seconds.
