Is added damage from the gem itself affected by the gem's "effectiveness of added damage"?

Have been in a discussion on whether the damage of Fire trap of blasting (which is about 1100 added fire damage against burning enemies) is affected by the 260% effectiveness of added damage or not. The base damage from the gem is not affected right? But is the extra added damage from the gem?
