Scourge struck armor finisher not working

Hello, I have recently bought scourge struck armor set and finisher is not working for me at all. I have tried different skills, different armor combinations, equipping unequipping other finishers and other combinations, it just doesn't work. Please take a look, it is one of the main selling points of the armor.
