major graphics issue

My computer runs a Nvidia Geforce rtx 2070 super. it is relatively new and I do not see this problem in any other game I play, some much newer and much more graphics intensive than PoE.

Every now and then, the entire game will go blurry and the frame rate will drop. Hard to predict when this might happen because it seems to be random, so I have difficulty grabbing a screenshot or video. Graphics are on the lowest possible setting, and I am using the Vulkan renderer.

Can anyone tell me what might be causing this issue?

Make sure that "Dynamic Culling" and "Dynamic Resolution" is set to DISABLE.
Also make sure to limit your FPS in the ingame PoE options.
I'll try that. I've always had Dynamic Resolution enabled as that's what it prompts me to do as "highly recommended".

My target framerate is 60fps but I guess I should lower that? Seems silly since I get 60fps and better in basically everything else I do on my computer but I'll try it and maybe I won't notice...

It isn't now but the graphics card was pretty high end when I bought it...and yet it can't run PoE at the lowest settings? Seems strange to me. Not even running in 4k

thx for that, I'll mess around for a while and see how it feels. Couple things I've never tried before in there.
Sadly I have to report that I still have the same issue, even after twiddling with the settings as suggested.

Occasionally along with the framerate drop and blurred graphics, I also get "phantom rain/lightning" going on all over the screen. Like streaks of blinking nothing.
You're using a 2070, why in blazes are you NOT using DX12???
It'd be nice to not hard freeze. Just saying. YES I AM INSANE, ZANA! :>
^Tbh I'm not sure if I am or not. I'll check after work today, thanks for the suggestion.

*Ed: DX12 works worse than Vulkan for me

That totally fixed the issue I was having! "Dynamic Resolution" was enabled specifically!
