Mention about Cut-throat in Latest Patch?

In the latest patch there was mention about cut-throat. "Cosmetic effects can not be applied to items in cut-throat leagues."
Anyone have any more info on this? Dates, etc...? IGN: _Firebitch

I assume that between season races 19-?? will contain cutthroat events. Thats why they had to fix this?
