Cannot allocate atlas points if Kirac has not been triggered to display the watchstone

After completing maven, the altar asks to interact with it to allocate atlas points, however if Kirac is not interacted with to make the watchstone (re-)appear after finding a conqueror, the atlas point allocation circle will not appear.
