Three rituals while using 4 ritual watchstone

Got only 3 rituals in map with watchstone "ritual altars always have four ritual altars"

I have the same problem, three altars instead of four when using the watchstone.

I'm using 4 watchstones for ritual: one for 4 altars and 3 for more tribute
I have both passives for rituals in haewark hamlet and watchstone effect in uncharted realms
It was a natural ritual spawn (not from map device or vessel)
