The multiple-projectile shotgunning nature of this skill means the overlapping damage amounts to some absurd dps.

I tested it today in sarn and i agree with you.
I put a lvl 19 blazing salvo in my miner setup and even with the wrong support gems it did more damage than my lvl 21 Purifying Flame with the correct lvl 21 Support gems. | |

Yea it does have unscaled damage value in pvp right now. Not sure ggg cares though..
