Need help tuning a cold-based build

Ok, I spent alot of time tuning up this build idea I had in path of builder, but the DPS is ridiculously low. Is there something fundamental that I'm not grasping, or is this a case of the actual chr will be charting more dmg than the paper says it can?

There's a lot wrong with this build. Basically everything. From using skills without damaging supports or with very few (you should have a skill with 5 supports that give it as much damage as possible instead of pierce, ele prolif, cast on crit(???), power charge on crit, blind, life on hit, life leech), not having ANY auras, using random items (replica perfect form?) and having random pathing on the tree (like why do you have chaos damage nodes in this build?), next to no flasks or buffs, bad ascendancy, empty jewel slots, generally it's very long to explain easiest way is read a typical ice shot build guide and learn on example. It would require to re-write a guide to explain everything.

Ok, I've gone in and done some major retooling. Added flasks and jewels, changed how some skills operate, cut the chaos out of the tree. Now I'm looking at a total DPS for my main attack of 8 million. Your advice did help quite a bit, I was trying to do too many different things at once, i think. Here's how it stands now.
