This is hard to price.
There are only a few on the market that I am seeing with the 10% movement speed and high life.

There are none compatible with chaos damage.

the three on the market list at 3 ex, 37 ex, and 175 ex.

I would start somewhere in the middle of those and see if you get any bites.

This is one of those items with no right answer.
