Do speed slam builds exist?

I'm just curious, the build doesn't have to be top tier but with millions of shapers per second in dps, just something that doesn't use a 1.15 aps axe with 4 warcries to press every other attack. I like fast paced and fluid gameplay. If what I'm asking for is simply not a reality than can anyone recommend a very tanky build that does have a fast playsyle? I'm interested in life/armor based builds right now since I feel like I've given MoM and ES enough tries.
