Hinder sound effect is annoying

It's so ridiculous I initially thought this is a bug of some sort.

Since 3.11 applying Hinder accompanied with the sound effect of Blight skill.
The sound effect occurs with every other hinder source even Demolitions Specialist.
The "Pshhh" sound is so dominant — sometimes you can't hear your main skill sound theme if you have a "5% chance to hinder" jewel.
