Does PoE have a pvp scene??

Does PoE have a pvp scene??
As someone who would be completely new and would have to learn how to play does poe have a pvp scene at end game or is it broken and non existent like d3?
Is there lots of variations and freedom to do builds if there is a pvp scene?

less and less, game is absurd each league with terrible item balance destroying pvp. SOme devs are trying hard to clean the mess but others just introduce more and more broken stuff.

For more casual approach you can join the action Aodui suggested.

For a more long term thing there are a dozen people who have several crazy pvp characters in standard.

And crazy means you either can't kill them unless you deal certain amount of specific damage type per frame or they'll kill your 15k eHP character in 0.25sec.
