Price Check: Rime Gaze + Seismic Trap Release additional Wave

I have got this item from a divination card and I am too new to know if it is good for any builds. Would be nice if somebody could help me out and tell me if it is worth anything. This combination is not on sale at the moment so I cannot compare either.
