How to craft this elder/warlord amber amulet with t1 str rolls?

Hello, I have this amulet with T1 STR% and T1 +STR suffixes, also a T1 armor prefix, I am wondering the best way to craft with this and turn it in to something great.
Do I save the suffixes and then scour? Use beast craft to add another suffix and remove a prefix?

Any tips and advice would be appreciated.
