zero. attacks scale off of weapon damage. this weapon has no damage. ergo, this weapon is not valuable for using with an attack. there can be exceptions to this, with attacks that scale with attack speed (ele hit, toxic rain). but this weapon is not particularly good at attack speed either. just because it has a lot of 'interesting' mods, does not make it valuable.
