Insane Shield for Arc/Lightning Balls/Divine Ire Shield

Hey exiles,

I identified this bad boy today. The prefixes are perfect for any Lightning Spell Totem build and you can craft Prefixes can't be changed and scour the suffixes and then metacraft.

I'm looking for some advice if/how to proceed. Would people plaing Arc/Lightning Ball/Divine Ire Totems use this shield over alternatives?
