Inevitable Judgement

Hey guys,

I was working on an inquisisor build but got a bit confused with inevitable judgement. Considering how strong resistance penetration is, that ascendancy notable looks very appealing for a crit build. However, PoB shows barely no influence from it. Can someone who has tried the notable shed some light on how strong it essentially is?
