ranger ascendancy 3.9

hi, did the ranger get a new ascendancy in 3.9 or only new gems? in the video from excilecon where they show the new ascendancy it was for me not clear if the changes are coming in 3.9 or in 4.0.

I believe it was said somewhere that there is no major overhauls of ascendancy 'sin 3.9 like they have done previously. That doesn't rule out minor tweaks but I am not expecting any changes to ascendancy's
