Build and price check wand

Just found and crafted this little toy:



I didn't find something similar in poe.trade. How would you price it in Legion?

Which build would you recommend? It is "just" a 5-link, so most likely it will be a secondary skill in the wand and the main skill in the chest ...

Not really worth much tbh. A lot of people that want a second skill use elder/shaper gloves and Helens. Due to the overall lack of dps the wand isn't great.
