An issue&request about the Arcane Wither Effect

Hey there!
I'm a occultist player who have studied the Ascendancy:Withering Presence
And here is a thing that this Notable skill is described as :+20% to Non-Ailment Chaos Damage over Time Multiplier
+60% to Chaos Resistance
Every second, inflict Withered on nearby Enemies for 15 seconds
Nearby Hindered Enemies deal 15% reduced Damage over Time .
Among this,especially,the <inflict Withered on nearby Enemies for 15 seconds> had been mentioned.
A few days ago,I bought the Arcane skills which contained the Wither,so I'd like to ask u guys whether u can let this skill effects(including this skill)can be reflected on our horizons?
Plz don't just let this Ascendancy skill be a boring description!^ ^
I would appreciate u if u guys can deal with this!
