Allow market spamming.

You should make it so if an online player hasn't responded to a request within 10 minutes you're allowed to spam your offer to them. So if they somehow just keep missing it they'll definitely see it, and if they're being dicks ignoring it they'll be forced to respond or deal with the notification popping up repeatedly.

I've got six offers for regrets sitting on my screen, cycling through all of them, offering way above what they're asking and I can't get a reply from anyone.
