The combination of them is something no build uses. Someone buying it will either buy it for the Discipline mod, or for the Haste mods.
Whichever of those is more expensive, price it like that. |

CI Frostblades Deadeye could like this. Apart from that, probably no one. Very niche. Still worth a lot. :-)
