106 Crit 115 Cold Spell Dmg 23 Cast Speed Sceptre - did I waste 4c or is this a thing?

Found it in SC Synthesis and crafted spell dmg on it:
The only Items listed on trade with as much cold spell dmg, crit and cast speed are two wands starting from 3ex. I don't know. Would some build use that? Winter orb maybe with a chance to shield charge/fortify? I came here to drink milk and kick ass...and I've just finished my milk.
