Cold DoT Neck

I started crafting for the first time this league, and I've been trying to make a pretty solid cold dot set for a while and this is what I've come up with for the neck. I'm not really sure what is generally considered a "godly" neck for something like dot builds that can't crit (on the dot) like Vortex, which is very popular this league. Is it just stacking cold and spell multi/dmg, or is there something I'm missing?

If you dont run Solstice Vigil and dont need res/huge attributtes then this is a pretty good amulet for a Vortex build, that is correct.
