Level 1 point blank cragfall?

i found 2 of these on poe.trade as it turns out, a cragfalls level requirement is 5+ but because it has point blank, it's level requirement for whatever reason is 0! My new character which is level 2 have a level 0 cragfall equipped and the person i bough it of told me that he "just corrupted it" i'm assuming this is an unintentional bug yes?
