Progressed too far

I made a low level dueling character and progressed it through the game to act 10 then got ascendancy after-which I regressed my level from 60 to 28. I am still not able to do level 28 pvp because I completed too many quests.

No ascendance are allowed in LLD. Did you know after you invite Leo to your hideout, you can make blank level 28 pvp only characters?

It seems like it was removed, I don't see how to make them anymore.

After leo is in your hideout, you can do it from the character creation screen.
