Other players can't see my messages

I just started the game and wanted to play with my friend, but he can't see most of the things I type. Whether it's in party chat, whisper, or global, he doesn't see any of them except the rare one. out of about fifteen messages he only saw the first three, and after reloading and rejoining the party he was able to see the first again but none afterwards.

EDIT: After four test messages in global, I finally got people to respond saying they saw the message. All before were invisible
